I am in receipt of your despatch No. 5473/1912 of the

25th November, and have the honour to thank you for the modi-

fications of the original proposals of the Government of Brit-

ish India which amount to an acceptance of almost all the

alterations suggested by me.

I do not find the adoption of the measures which the

Government of British India intend to take inconvenient for

I trust,

Macao, and will inform my Government to this effect.

howver, that for the protection of the opium monopoly of this

Colony, and, in accordance with the spirit of the Agreement of

London of the 14th June, 1913, the Government of British India

will be good enough to accept the addition of a clause declaring

that whenever it is permitted to obtain raw opium for the opium

monopoly of Hongkong from other places in India the same per-

mission, within the limits fized, will be extended to the

Opium Farner of Macao, and that the latter will also be per-

mitted to purchase opium in any place designated by the Govern-

ment of India, when, by whatsoever circumstance or in case of

force majeure, it is not possible to obtain the necessary supply

in Calcutta.
